BPCL Q2: A $32 Refining Margin, a Smaller Profit
Bharat Petroleum earned a gross refining margin of US$32.53 a barrel in the September quarter, against US$10.78 a year earlier. Yet its profit fell to ₹4,993 crore from ₹6,443 crore. BPCL's own explanation, for the half year, is that profit was lower "mainly due to suppressed marketing margin on certain petroleum products", partly offset by refining. On top of that, BPCL is carrying ₹17,334.40 crore of LPG losses it has not counted as revenue.
The quarter in numbers
| Standalone | Q2 FY27 | Q2 FY26 | H1 FY27 | H1 FY26 | Source |
|---|---|---|---|---|---|
| Profit after tax, ₹ crore | 4,993 | 6,443 | 1,031 | 12,566 | [H] |
| GRM, US$/bbl | 32.53 | 10.78 | 36.90 | 7.77 | [H] |
| Refinery throughput, MMT | 10.41 | 9.82 | 20.56 | 20.24 | [H] |
| Total sales, MMT | 14.06 | 13.03 | 28.19 | 27.06 | [H] |
| Marketing inventory gain/(loss), ₹ crore | (330) | 895 | 2,804 | 60 | [H] |
| Debt (excl. leases), ₹ crore | 15,246 | 12,262 | — | — | [H] |
Revenue from operations was ₹1,57,778.58 crore in the quarter ([R]). The June quarter was a loss of ₹3,962.13 crore, which is why the half-year profit is only ₹1,031.04 crore ([R]).
Where the refining gain went
A refiner that also owns the petrol pumps earns twice: once on refining, once on selling. This year the two have pulled apart. Refining margins tripled, but BPCL sells petrol, diesel and LPG at prices that, in the company's words, left "suppressed marketing margin on certain petroleum products" ([R]). The filings do not say which products or by how much.
LPG is the clearest case. Where the market price of a cylinder is below its cost, BPCL keeps the shortfall in a buffer account instead of booking it. At 30 September that "cumulative net negative buffer" stood at ₹17,334.40 crore, up from ₹12,318.52 crore in March, "and accordingly the revenue from sale of LPG has not been recognised to this extent" ([R]). The government approved ₹7,594 crore of compensation for losses to March 2026, paid in 12 monthly instalments; ₹3,796.98 crore was booked in the half year ([R]).
Domestic LPG sales fell to 1.92 MMT from 2.35 MMT in the quarter, while petrol rose to 3.04 MMT from 2.79 MMT and diesel to 5.76 MMT from 5.16 MMT ([H]).
Moat and margin
Focus moat: the retail network. BPCL's pumps and LPG distributors give it assured volume: total sales grew to 14.06 MMT, and exports to 0.59 MMT from 0.36 MMT ([H]). But the same network is where regulated pricing lands, so in a year like this the moat protects volume, not margin.
Margin: earned in refining, given back in marketing. The refinery ran harder, with throughput up to 10.41 MMT, and earned a GRM of US$32.53 ([H]). The handout notes these GRMs are "before factoring the impact of Special Additional Excise Duty and Road & Infrastructure Cess, levied w.e.f. 27th March 2026" ([H]), so the margin BPCL keeps is lower than the headline.
Balance sheet. Debt excluding leases rose to ₹15,246 crore from ₹12,262 crore a year earlier and ₹10,480 crore in March ([H]). The board approved a wholly owned subsidiary, with initial authorised capital of up to ₹4,900 crore, as the project company for the proposed refinery and petrochemical complex at Ramayapatnam, Andhra Pradesh ([W]).
Governance. The auditors note that BPCL "did not comply with the requirements relating to optimum combination of Independent Directors on its Board" throughout the half year, and that board and committee composition fell short for want of independent directors ([R]).
MoatSCORE (Moat Screener, first pass): BPCL 5.77, RED. For comparison, Indian Oil 5.81 and HPCL 5.25 ([MS]).
The bear case
- The LPG hole keeps growing: up ₹5,015.88 crore in six months (our arithmetic, ₹12,318.52 crore to ₹17,334.40 crore), with no timetable for compensation in the filings.
- Refining margins this high may not last, and the headline GRM is before the new duty and cess.
- Debt is rising ahead of a large new refinery project.
- Board composition has not met the listing rules all half year.
The case for
- Refinery utilisation and margins are strong: throughput up and GRM of US$36.90 for the half year ([H]).
- Petrol, diesel and jet fuel volumes are growing ([H]).
- Part of the LPG loss is being paid: ₹3,796.98 crore of compensation booked in the half year ([R]).
What to watch
- Any new LPG compensation, and the size of the negative buffer at December.
- Marketing margins on petrol and diesel as crude prices move.
- The Ramayapatnam project's cost and funding.
